			<content:encoded><![CDATA[<p>Errol Morris the director of &#8220;Thin Blue Line&#8221; and &#8220;Fog of War&#8221; new film about the Abu Ghraib photos asks:</p>
<p>Is it possible for a photograph to change the world? Photographs taken by soldiers in Abu Ghraib prison changed the war in Iraq and changed America’s image of itself. Yet, a central mystery remains. Did the notorious Abu Ghraib photographs constitute evidence of systematic abuse by the American military, or were they documenting the aberrant behavior of a few “bad apples”? We set out to examine the context of these photographs. Why were they taken? What was happening outside the frame? We talked directly to the soldiers who took the photographs and who were in &#8230;</p>

According to the site, artists were informed yesterday of Dorothea Kesser&#8217;s decision stating that she felt the show &#8220;glorified terrorism and showed disrespect for its victims.” </p>

The IRS has asked the Swiss government to aid in the investigation of International Banking &#038; Investment group UBS and their overseas tax havens programs which some have reported amount to intentional tax evasion and fraud.</p>
<p>Art Basel is mentioned as the go to location for foreign employees of UBS to illegally recruit wealthy individuals to help them avoid reporting billions of US dollars in assets. Clients were at times told to use code words when communicating with UBS. Testimony states that roughly 80 UBS bankers traveled to the US 4-6 times a year to pitch the bank&#8217;s secretive services to clients at upscale events as Miami&#8217;s annual Art Basel fair.</p>
<p>The bankers used encrypted computers, devised codes for their clients&#8217; identities, told Customs  agents the trips were for vacations, notbusiness, and advised clients to place jewelry, paintings and other assets in Swiss safe deposit boxes, Birkenfeld testified in June, when he pleaded guilty to helping California billionaire Igor Olenicoff evade $7.2 million in U.S. taxes.</p>
<p>Former LGT computer technician Heinrich Kieber helped tax investigators around the world flesh out those statistics by handing over data on approximately 1,400 of the bank&#8217;s clients.</p>
<p>Kieber is in hiding as Liechtenstein authorities seek him on charges of violating secrecy laws.</p>

What began as the Gramercy International Contemporary Art Fair has become the the Armory fair, the jewel in the art fair empire the Merchandise Mart has amassed over the last 3 years; Art Chicago, The Armory, Art Toronto, Volta Basel, Next, and Volta NYC.</p>
<p>This week, Paul &#8220;the &#8216;marts Art Czar&#8221; Morris and Tony &#8220;Boss of Art Chicago&#8221; Karman break down why the Art Fair future is the future. Kathryn Born and Duncan MacKenzie listen with slack jaws and open minds.</p>

<p>Biomaterial charges against N.Y. art professor dismissed.</p>
<p>BUFFALO, N.Y. (AP) &#8212; A judge threw out charges Monday against a college art professor accused of improperly obtaining biological materials for an exhibit protesting U.S. government food policies.</p>
<p>U.S. District Judge Richard Arcara ruled that the 2004 mail and wire fraud indictment against Steven Kurtz, a University at Buffalo professor, was &#8221;insufficient on its face.&#8221;</p>
<p>Kurtz is a founding member of the Critical Art Ensemble, which has used human DNA and other biological materials in works intended to draw attention to political and social issues. His arrest drew protests from artists in several countries who called the charges an intrusion on artistic freedom.</p>
<p>&#8221;Obviously this is a weight off his back, but he still had to suffer through this for four years,&#8221; said Kurtz&#8217;s attorney, Paul Cambria. &#8221;The last thing this guy is is a bioterrorist.&#8221;<br />

The U.S. Attorney&#8217;s Office in Buffalo said it was considering an appeal but otherwise declined to discuss the ruling.</p>
<p>Kurtz was indicted in 2004 following what began as an anti-terrorism investigation after police saw lab equipment in Kurtz&#8217;s home while responding to the death of his wife, Hope.</p>
<p>Although investigators determined that lab equipment was part of his art work, he was indicted a month later. The charges carried a maximum of 20 years in prison.</p>
<p>Kurtz was accused of plotting with Robert Ferrell, former chairman of the <a title="More articles about University of Pittsburgh" href="http://topics.nytimes.com/top/reference/timestopics/organizations/u/university_of_pittsburgh/index.html?inline=nyt-org">University of Pittsburgh&#8217;s</a> human genetics department, to improperly obtain potentially harmful organisms. Ferrell was fined $500 in February after pleading guilty to a misdemeanor count of mailing an injurious article to Kurtz.</p>
